In their 2025–2026 annual report, Québec’s Directors of Youth Protection (DPJ-DP) ask a societal question: Are children really prioritized in our collective decision-making?
On the front lines, children’s needs are increasing and situations are becoming more complex. The state of their mental health is concerning, with more than half of all students showing signs of social anxiety. At the same time, both the health and social services network and the education system are grappling with significant challenges in terms of capacity and adaptation.
To the DPJ-DP, prioritizing children means taking preventive action by meeting their basic needs, strengthening services, and supporting their home environments.

Because every decision matters when it comes to children growing up healthy and safe.
